The words ‘from time to time’ have caused some amount of trouble before. These words have been provided for in the General Clauses Act. Under that Act if any power or right is given, it is understood that unless the contrary is specifically indicated that the power or right may be exercised “from time to time as occasion arises”. It follows that if any power is given, unless the contrary is definitely stated, that power may be exercised from time to time. This expression appears again and again the Draft Constitution. We have put specific provisions in the Draft Constitution itself in Article 303, Clause (2) which provided that in the interpretation of this Constitution, the provisions or the General Clauses Act shall apply. I shall read out this clause –
“Unless the context otherwise, the General Clauses Act, 1897 (X of 1897), shall apply for the interpretation of this Constitution.”
