Recruitment of persons other than district judges to the judicial service
Appointments of persons other than district judges to the judicial service of a State shall be made by the Governor of the State in accordance with rules made by him in that behalf after consultation with the State Public Service Commission and with the High Court exercising jurisdiction in relation to such State.

Summary
Draft Article 209B (Article 234) was debated on 16 September 1949. It was not initially included in the Draft Constitution of India, 1948. Instead, the Chairman of the Drafting Committee proposed to insert the following as Draft Article 209B:
“Appointments of persons other than district judges to the judicial service of a State shall be made by the Governor in accordance with rules made by him in this behalf after consultation with the State Public Service Commission and with the High Court.”
The proposed Draft Article allowed the Governor to appoint persons other than district judges to the State judicial services.
There was no substantive debate on this Article.
Draft Article 209B was adopted on 16 September 1949.
