May I say a word as a matter of general observation on this clause’? In drafting such a long clause we are throwing a shadow of untouchability over the whole Constitution of India. In this particular clause, I submit to the House, if we merely say that– “the State shall not permit any discrimination against any citizen on grounds only of religion, race, caste or sex.”
