Sir, I am a member of the Steering Committee and I know that many amendments which have been moved here have not been before that Committee. I know the scope of the Steering Committee. It has not considered clause by clause this Draft Constitution or the Provincial Constitution. There are other consultative committees; there is the Provincial Constitution Committee, there is the Union Constitution Committee and so on. It is not the business of the Steering Committee to consider this amendment and I see no point in the objection that this should first go before the Steering Committee. If it actually comes up there, we will say it is none of our business.
