Mr. President. Sir, I do not propose to traverse the wide grounds which have been covered by some of the speakers who have preceded me. I have moved certain amendments to the amendments proposed by Shri Gopalaswami Ayyangar and in whatever I have to say, I shall try to keep as close as possible to the object of my proposals.
